Unión Europea no estaba preparada para el SARS-CoV-2 —también conocido como coronavirus—, ni sus instituciones centrales ni sus Estados miembros. Desde ambas instancias se ha abordado la pandemia como un asunto europeo ordinario, que debía gestionarse mediante la política europea habitual. Casi instintivamente, la Comisión y el Parlamento europeos han visto en la pandemia una oportunidad para acaparar poder, es decir, para ampliar su jurisdicción sobre los Estados miembros. Estos últimos, a su vez, han seguido con su viejo juego de echar balones fuera y de evitar que se les imputasen responsabilidades: ya sea transfiriendo responsabilidades hacia instancias superiores ante situaciones que consideran de difícil gestión o bien creando mandatos europeos para atribuirse a sí mismos funciones que sus electorados nacionales nunca les hubieran concedido. Letter from Europe: Plus Ça Change

Among the many astonishing upshots of the 2021 German election, the near-death of the Linkspartei stands out. It lost over 2 million votes, falling to 4.9 per cent, barely half the 9.2 per cent it received in 2017. That it remains in the Bundestag at all is because it won three constituencies directly, two in (East) Berlin and one in Leipzig, meaning that the usual 5 per cent threshold does not apply. Still, the only remaining party of the German Left, heavily divided, is about to drift into insignificance. The depth of its crisis is indicated by the fact that it won only 8 per cent of the vote among under-25s, close to the afd which ranked bottom among this cohort, on 7 per cent. Add to this that the Linkspartei was supported by only 3 per cent of those with the lowest educational qualification (Hauptschule), while it won 6 per cent, above its national average, among voters with Abitur or a university degree. And most devastating perhaps: among workers the spd won 28 per cent, the cdu/csu 23 per cent, the afd 16 per cent, and the Linkspartei—5 per cent! (…)

Wie auch immer die nächste deutsche Regierung aussehen mag und von welcher Koalition sie getragen werden wird, sie wird aller Wahrscheinlichkeit nach weiterhin Merkels (Nicht-)Linie folgen.

Unter den vielen erstaunlichen Ergebnissen der Bundestagswahl sticht der Beinahe-Tod der Linkspartei hervor. Ihre 9,2 Prozent von 2017 wurden auf 4,9 fast halbiert; dass sie überhaupt im Bundestag bleibt, liegt daran, dass sie drei Wahlkreise direkt gewonnen hat, wodurch die Fünf-Prozent-Hürde entfällt. Dennoch droht die innerlich stark gespaltene Partei, die einzig verbliebene Partei der deutschen Linken, in die Bedeutungslosigkeit abzusinken. Wie ernst ihre Krise ist, zeigt die Tatsache, dass sie bei den Erstwählern nur acht Prozent der Stimmen erreichte, dicht an der AfD, die mit sieben Prozent den letzten Platz belegte. (…)

Los penosos resultados de Die Linke en las elecciones alemanas eliminan cualquier posibilidad de una coalición de gobierno roji-verde-roja (R2V), con toda seguridad para gran alivio de los líderes tanto de los socialdemócratas del SPD como de los Verdes.

Entre los muchos resultados sorprendentes de las recientes elecciones alemanas destaca la casi desaparición del Linkspartei, esto es, die Linke. El 9,2% de los votos conseguido en 2017 se ha prácticamente reducido a la mitad, situándose en el 4,9% en las elecciones de este pasado domingo; el hecho de que en todo caso die Linke permanezca en el Bundestag obedece a que ganó tres circunscripciones electorales directamente, lo cual significa que el habitual umbral del 5% no se aplica en este caso. On 24 June Angela Merkel attended what was advertised as her last European Council meeting; prematurely, perhaps, given that the formation of the next German government is likely to take some time. The European Council is that most secretive jamboree of all 27 heads of state and government; the EU’s executive and legislative in one. A hotspot of ‘multi-level diplomacy’, to use the language of American political science, its proceedings are hidden behind a flurry of PR messages carefully crafted for diversified national consumption. On this occasion, there was general agreement that the meeting was a mess; a mess attributed by some to the Council’s long-time dompteuse having turned lame duck. (…)

On May 26, the Swiss government declared an end to year-long negotiations with the European Union on a so-called Institutional Framework Agreement that was to consolidate and extend the roughly one hundred bilateral treaties now regulating relations between the two sides. Negotiations began in 2014 and were concluded four years later, but Swiss domestic opposition got in the way of ratification. (…)

Ende Mai erklärte die Schweizer Regierung jahrelange Verhandlungen mit der Europäischen Union über ein sogenanntes institutionelles Rahmenabkommen für beendet. Das Abkommen sollte die rund hundert bilateralen Verträge konsolidieren und erweitern, die derzeit die Beziehungen zwischen den beiden Seiten regeln. Die Verhandlungen hatten 2014 begonnen und wurden vier Jahre später abgeschlossen, doch innerschweizerische Opposition stand der Ratifizierung im Wege. (…)

Conviene no olvidar que el historial de Merkel como máxima dirigente de su partido es realmente pobre, habiendo perdido votos cada vez que ha disputado una contienda electoral.

Si tu país forma parte de un imperio internacional, las políticas domésticas del país que gobierna el tuyo forman parte también tu política interna. Quien quiera que hable de la Europa de la Unión Europea debe, por lo tanto, hablar de Alemania. Actualmente es moneda de curso corriente creer que, tras las elecciones federales alemanas del próximo 24 de septiembre, Europa entrará en la era pos Merkel. La verdad no es tan simple. (…)

(There are also any number of Vice Presidents; after all, we are talking about 27 member states.) Recently, two of the Presidents, those of the Commission and of the Council, went on a trip to see another President, the one-and-only-one of Turkey. Spring is in the air, and Brussels should be buzzing with activity. Remember von der Leyen’s Next Generation EU (NGEU for short), the €750 billion ‘Corona recovery fund’ borrowed from the owners of capital and divided according to an incomprehensible formula between the member states, all 27 of them? This was agreed in July last year, and one might have thought that the EU would now be busy selling debt to its favourite banks. These would then sell the debt on to the European Central Bank, with a healthy profit, making their shareholders happy while fuelling quantitative easing, thereby keeping asset prices up and further adding to their shareholders’ happiness (‘stabilizing financial markets’ is the politically correct term). Well, we’re not bankers, so we don’t really need to know, and, anyway, isn’t such sensitive business better conducted behind closed doors? (…)

Whatever else you may think about Angela Merkel, one thing you must allow her: she knows a hot potato when she sees one, and she can pass it on to someone else in no time. In the summer of 2020, Germany having just taken over the presidency of the EU27, it appeared that by the end of the year there might be a vaccine or two, to end the lockdowns once and for all. To Merkel this must have smelled like an approaching pack of rats: delays in research, delays in production, extortionist prices, conflicts over national shares and distribution – and above all the nightmare of nightmares: Germany, rich from monetary union, getting the vaccine first and vaccinating its citizens faster than the others, thereby undermining the ‘ever closer union among the peoples of Europe’. What to do? Move it to Brussels, and fast. (…)

Con independencia de lo que podamos pensar de Angela Merkel, hay una cosa que debemos concederle: identifica una patata caliente nada más verla y es capaz de pasársela a un tercero en un abrir y cerrar de ojos. En el verano de 2020, apenas habiendo asumido Alemania la presidencia de la UE27, pareció que a finales de año podría haber una o dos vacunas disponibles, lo cual permitiría poner punto final a los confinamientos de una vez por todas.
