EU-Parlementspräsident Schulz hätte die sofortige Vollendung der Währungsunion gefordert, und Kommissionspräsident Juncker hätte mitgeteilt, dass das Freihandelsabkommen Ceta nur „Europa“ etwas angeht, nicht die nationalen Parlamente. Die Außenminister von Deutschland und Frankreich hätten den nächsten Schritt zur ever closer union among the peoples of Europe angekündigt, und Schulz hätte gefordert, den Augenblick zu nutzen, um die Europäische Kommission in eine vom Europäischen Parlament gewählte Regierung umzuwandeln. After the British Referendum

The decomposition of the modern state has reached a new stage, in the very country where the modern state was invented. It was the UK under Thatcher that blocked the development of the EU into a supranational welfare state on the postwar British model associated with Keynes, Beveridge and T.H. Marshall. Since then the neoliberal revolution, led by the US and the UK, has for ever closed this window. Instead of protecting Europeans from the maelstrom of the world market, the EU has turned into a powerful engine of liberalisation in the service of a deep economistic restructuring of social life. Under the aegis of the EU, the UK has reverted to being two nations, a nation of winners using the globalised world as their extended playing field, and a nation of losers driven from their commons by another firestorm of primitive accumulation. Seeking refuge in democratic protection, popular rule, local autonomy, collective goods and egalitarian traditions, the losers under neoliberal internationalism, unexpectedly returning to political participation, place their hopes on their nation-state. But the existing architecture of statehood is no longer designed to accommodate them, certainly not in the land of Thatcher, Blair and Cameron. Here, those lucky enough to command subnational political and institutional resources, in Scotland in particular, hope to use the EU’s supranational state regime to break up the national state regime of the UK, nota bene to regain and extend local control, and clearly not to cede it to an authority even more remote than London. Man wird abwarten müssen, ob die deutschen „Europäer“ aus dem Ausgang des britischen Referendums etwas lernen werden. Viel Hoffnung besteht nicht; in ersten Reaktionen wurde dem Land von William Shakespeare und Adam Smith, von Newton und Hobbes, Händel und Marx bescheinigt, dass es eigentlich nie wirklich zu Europa gehört hat – offenbar aber wir. Dabei liegt für jeden außerhalb des Bannkreises des deutschen Nebels auf der Hand, dass ähnliche Abstimmungen in einer ganzen Reihe von Ländern ähnlich ausgegangen wären: Dänemark, Niederlande, Österreich, Ungarn, Italien, nicht zuletzt Frankreich. Die Europäische Union, so wie wir sie kennen, als institutioneller Rahmen einer „europäischen Integration“, wie die Deutschen sie sich vorgestellt haben, erlebt ihre Götterdämmerung, und wer es nicht glauben will, läuft Gefahr, von ihren einstürzenden Neubauten begraben zu werden.  Weiterlesen →

Was geschieht, wenn es in Europa um „Europa“ geht? Wer lange genug hinsieht, weiß, dass jedes europäische Land sich unter „Europa“ und dem, was die Deutschen in ihrem Idealismus die „europäische Idee“ nennen, etwas anderes vorstellt, abhängig von seinen nationalen Erfahrungen und Interessen. Was vor einiger Zeit als „Sakralisierung Europas“ bezeichnet wurde, geht in Deutschland einher mit einer routinemäßigen Exkommunikation von Zweiflern an EWU und EU und ihrer Brandmarkung als „Euroskeptiker“ oder gar „Anti-Europäer“. Der hier zu grüßende Geßlerhut ist das Wort „der Kanzlerin“: „Scheitert der Euro, so scheitert Europa“, mit dem die fehlkonstruierte (teil-)europäische Währung gewissermaßen nachsakralisiert wird. Europe is falling apart, destroyed by its most devoted fans, the Germans. In the summer of 2015, having humiliated the Greeks by forcing another reform diktat down their throats, Angela Merkel started a new game, aimed at diverting attention from the economic and political disaster monetary union had become. Abrupt changes of policy are nothing new to Merkel, who is best described as a postmodern politician with a premodern, Machiavellian contempt for both causes and people. Having made her party adopt a radically neoliberal, deregulationist anti-labour platform in 2003, she barely escaped defeat two years later at the hands of Gerhard Schroeder. When she became chancellor, she used her office and the Grand Coalition with the post-Schroeder Social Democratic Party (SPD) to purge her own party of neoliberalism and neoliberals, and social-democratise it beyond recognition. In 2011, after the nuclear accident at Fukushima, which received extensive media coverage in Germany, it took Merkel, then known as the Atomkanzlerin, no more than a few days to order the immediate closure of eight nuclear power plants and to initiate legislation to end all nuclear power generation by 2022 at the latest. This was only a few months after she had, with much political arm-twisting, got the Bundestag to repeal the nuclear phase-out passed by the Red-Green coalition in 2001, and to extend the operating licences of German nuclear plants by an average of ten years. Le projet d’un Etat-providence européen a échoué depuis longtemps. L’Etat-providence existe encore en Europe, mais seulement au pluriel, à l’échelon national et en tant qu’acquis démocratique national. Son remplacement ou même son simple accompagnement par une « dimension sociale » conférée au marché unique, dont Jacques Delors s’était fait l’avocat dans les années 1990, est resté un vœu pieux. (…)
