The Israeli massacre in Gaza is a catastrophe, and not just for the city’s tortured inmates, languishing for decades under a merciless occupation. The United States in particular, but also Germany, will forever be closely associated with this unrelenting slaughter of thousands of innocent men, women and children, a slaughter that both countries continue to underwrite materially and diplomatically. Two-and-a-half months into the mass killing, the US vetoed a Security Council resolution that would have restored some hope of survival to those Gazans still remaining after the hell of continual bombing and shelling. By that time, following the Hamas breakout and the murderous attack on kibbutzim close to the Gaza wall, more than 20,000 Gazans had been killed, 8,700 of them children and 4,400 women, and 50,000 wounded, compared to 121 dead Israeli soldiers, one fifth of them victims of friendly fire or traffic accidents. Since the beginning of the war, the Israeli air force claims to have bombed 22,000 ‘terrorist’ targets: more than 300 a day, every day, in an area the size of Munich. (…)

Das israelische Massaker in Gaza ist ein Desaster, nicht nur für die gequälten Insassen des Freiluftgefängnisses, in dem sie seit sechzehn Jahren durch eine gnadenlose Besatzungsmacht eingesperrt sind. Insbesondere die Vereinigten Staaten, aber auch Deutschland, werden in den Augen der Weltöffentlichkeit für immer mit dem unerbittlichen Niedermetzeln Tausender unschuldiger Männer, Frauen und Kinder in Verbindung gebracht werden. Resulta realmente aterrador que en el interminable flujo de informes y comentarios sobre la guerra de Gaza apenas se mencione que Israel es una potencia nuclear y no precisamente una dotada con un pequeño arsenal de armas atómicas.

La masacre israelí en Gaza es un desastre y no sólo para los atormentados reclusos de la prisión al aire libre en la que llevan dieciséis años encarcelados por una despiadada potencia ocupante. Estados Unidos en particular, pero también Alemania, quedarán asociados para siempre a los ojos de la opinión pública mundial con la implacable matanza de miles de hombres, mujeres y niños inocentes. Una masacre que ha contado y cuenta con el inquebrantable apoyo material y diplomático de ambos países. (…)

Rejoinder to Crouch

I am grateful for the opportunity to respond to Colin Crouch’s essay. To avoid being too long, I will address only one of the issues raised, that of “globalization” and “de-globalization”—a quite central one of course. Beholding the reactions to my book, scholarly and otherwise, I was struck by how often readers, Crouch included, accused me of calling for “globalization” to be reversed, in favor of a “return” to isolated—in German: abgeschottet, best translated as “sealed off”—nations and national states.

How could that be? Probably I did not expect that reasonable interlocutors, even with polemical intent, would attribute such nonsense to the author of the book at issue, so I failed to hedge against it. When I still had students, I used to tell them that “globalization” has been around for a long time, as an irreversible stage of world history. Its beginning may be dated to October 14, 1492, when Columbus’ fleet landed on the island of Guanahani, later called San Salvador. This was the moment when the two wings of the human race, which had migrated from Africa to Eurasia some 60,000 years earlier, met again and reunited forever. One had moved west, where for many thousands of years, until they understood how to sail against the wind, they had to stop at the Atlantic. The other went east to the opposite coast where they ended up settling the two Americas. With the Spanish fleet’s landing, humankind was “globalized.” The political organization of the now earth-spanning human species changed continuously, from the empire of Charles V, in which the sun never set, through a variety of intermediate forms to the post-1990 U.S.-centric world capitalism, the New World Order of the elder Bush. What I discuss in my book is the merits and demerits, not of globalization as such—this would be utterly foolish—but of the economic and political form it has today taken, a form that—fortunately, I believe—is currently about to break down, after it has proved neither technically nor politically sustainable. Rude Awakening: Germany at War, Again

The war in Ukraine has forced Germany to think seriously about its position in the world and its national interests, leaving behind the evasive pragmatism of the Merkel era. The Russian invasion of Ukraine compelled Germany on short notice to cut its trade relations with Russia and provide military support to Ukraine, following American and NATO policy. After a period of indecision, the German government, prodded by the United States, chose to seek a leading role in the western European war effort, and in western Europe generally. Its hope is that this will enable it to influence American and NATO strategic decisions, in particular to prevent any direct involvement of NATO in the war. (…)

Chris Bambery: The Economist has described Germany as “the sick man of Europe.” How do you react to that statement?

Wolfgang Streeck: They have said that forever, roughly every ten years, beginning in the early 1980s. Apart from this, there are a lot of sick men and women, in Europe these days, take France or Italy. And, not to forget, the United Kingdom. But then, it may no longer belong to “Europe”. (…)

Krieg ist die ultimative stochastische Quelle der Geschichte, und wenn er einmal begonnen hat, nehmen die Überraschungen kein Ende mehr. Doch auch wenn der Krieg in der Ukraine noch lange nicht vorbei sein dürfte, so hat er doch jeder Vision eines souveränen, wenn nicht gar nicht-imperialen Staatensystems in Europa zumindest vorläufig ein Ende gesetzt. Er scheint auch dem französischen Traum den Todesstoß versetzt zu haben, das liberale Imperium der Europäischen Union in ein strategisch autonomes drittes globales Machtzentrum zu verwandeln, unabhängig sowohl von einem aufstrebenden China als auch von den im Niedergang begriffenen Vereinigten Staaten und in der Lage, mit beiden glaubhaft zu konkurrieren. La invasión rusa de Ucrania parece haber respondido a la cuestión del orden europeo posneoliberal resucitando el modelo de la Guerra Fría, considerado obsoleto desde hace mucho tiempo: una Europa unida liderada por Estados Unidos.

La guerra es la fuente última de estocasticidad de la historia y una vez que ha comenzado, las sorpresas se producen sinfín. Pero aunque la guerra de Ucrania está lejos de haber terminado, ha puesto fin, al menos por el momento, a cualquier visión de un sistema estatal soberano, y desde luego en absoluto no imperial, en Europa. También parece haber asestado un golpe mortal al sueño francés de transformar el imperio liberal de la Unión Europea en un tercer centro de poder mundial estratégicamente autónomo, independiente tanto de una China en ascenso como de Estados Unidos en situación de progresivo declive y capaz de competir de modo creíble con cualquiera de ambas potencias. Labour law after neoliberalism?

Abstract: Over the course of the past 40 years, neoliberalism has all but destroyed the institutions that once civilized labour markets. In the wake of that destruction, labour law reform is being driven in some jurisdictions by a new kind of right-wing populist politics. What does this hold in store for work relations? Our investigation of contemporary labour law begins with a brief look backwards to the pre- and post-war decades and to the ostensible depoliticization of the law under neoliberalism. We then consider the possible emergence of a distinctly right-wing populist approach to labour law in countries including the United States, the United Kingdom, and Poland, drawing comparisons with the German experience after neocorporatism. Finally, we take a normative turn and consider what steps ought to be taken by a government intent on addressing class inequalities and restoring the kind of rights that post-war democracies once conferred on workers understood to be industrial citizens.

Dietro significa detrás y dietrismo significa la convicción habitual de que lo que ves está diseñado para ocultar lo que realmente te encuentras delante por poderes situados detrás de la proverbial cortina, la cual divide el mundo entre el escenario y las bambalinas, siendo el área situada tras estas el lugar en el que se desenvuelve la acción real, mientras que en el proscenio se representa de modo deliberadamente distorsionado lo que en realidad sucede. Demos und Globus im Neoliberalismus

Die Demokratie ist in Gefahr, so heißt es seit vielen Jahren. Vor allem Populisten von rechts und links bedrohten die Demokratie. Gestützt wird diese Annahme unter anderem durch den Aufstieg populistischer Parteien, Bewegungen sowie populistischer Politiker und Politikerinnen insbesondere in Staaten des Westens. Eine Renationalisierung von Politik sei die verhängnisvolle Folge, statt mehr globale Verständigung und Vernetzung erfolge ein Rückfall in überkommene Nationalstaatlichkeit. Der Soziologe und frühere Direktor des Max-Planck-Instituts für Gesellschaftsforschung in Köln sieht das in seinem neuen Buch anders. Nicht der Bezug auf National- bzw. Einzelstaat gefährde die Demokratie, sondern vielmehr die Verlagerung von politischen Entscheidungen auf die globale Ebene, die sich gegen demokratische Verfahren immunisiere. Mitte Oktober 2022 sah sich Bundeskanzler Olaf Scholz erstmals gezwungen, auf sein verfassungsrechtliches Privileg nach Artikel 65 des Grundgesetzes (GG) zur Bestimmung der Richtlinien der Politik seiner Regierung zurückzugreifen. Es ging um die Verlängerung der Laufzeiten der letzten drei Atomkraftwerke. Laut Gesetz sollten diese Ende 2022 vom Netz gehen — Ergebnis von Merkels Atomwende nach Fukushima, mit der sie die Grünen für eine Koalition unter ihrer Führung gewinnen wollte. Aus Angst vor Atomunfällen, Atommüll und ihren Wählern hatten die Grünen, jetzt in der Ampel-Regierung, sich geweigert, ihre Tröphae aufzugeben. Die FDP hingegen verlangte, dass alle drei Anlagen, die rund sechs Prozent der deutschen Stromversorgung bereitstellen, so lange wie nötig, also auf unbestimmte Zeit, in Betrieb bleiben sollen. Um den Streit zu beenden, erließ Scholz eine Anordnung an die beteiligten Ministerien, in der er förmlich bestimmte, dass die drei Kraftwerke 2023 für dreieinhalb Monate weiterbetrieben werden; danach werden sie unwiderruflich stillgelegt. Böses Erwachen: Deutschland nach dem Krieg

Es ist noch kein Jahr her, dass Angela Merkel, nach sechzehn Jahren als Bundeskanzlerin, am Ende ihrer Amtszeit inoffizielle Präsidentin der Europäischen Union, sich in den Ruhestand zurückzog. Von den ihr damals gewidmeten Huldigungen als eine der großen politischen Persönlichkeiten des noch jungen 21. Jahrhunderts ist so gut wie nichts in Erinnerung geblieben. Ihrer Partei ist sie peinlich geworden, und sie überhaupt zu erwähnen gilt als politisch riskant. Wenn ihr Nachfolger als Bundeskanzler, ihr langjähriger Finanzminister und Stellvertreter, Olaf Scholz, verlauten lässt, dass er des Öfteren mit ihr telefoniere, um ihren Rat einzuholen, erzeugt das Befremden. Die Ära Merkel, daran kann kein Zweifel sein, ist beendet, ihr Erbe ist ausgeschlagen, ein langer Irrtum ist zu entsorgen, und auch hier soll nach der Zeitenwende nichts mehr sein, wie es einmal war.
